It takes time to learn things. From the time your character starts to work on something, until they have enough command of that item to use it is the learn time. For different kinds of stats, it takes different amounts of times. Here's the list -

Attributes and Virtues: 1 month/level for the level you're trying to go to (level 5 = 5 months). Attributes and Virtues define your character. Changing them takes time. The more you're trying to change it, the more time it will take, so be prepared to wait.
Disciplines, Humanity/Path Rating, and Willpower: 2 weeks/level for the level you're trying to go to (level 5 = 10 weeks).
Abilities: 1 week/level for the level you're trying to go to (level 5 = 5 weeks).
Backgrounds: Story appropriate. Given the reason for the purchase, it may be immediate, or an appropriate amount of time.
